I think it's a reference to the modern information storage method known as the cloud. It seems to be a post-apocalyptic return to earth sort of scenario were a wealth of culture is lost because of there being no way of accessing the cloud without technology contemporary to it. Of course I'm just guessing here. There's no actual way to interpret something that's this deliberately obtuse.
