I Only Budget for the Articles

The fat Statue of Liberty clearly represents the U.S. budget, and the three dollar bills -- Wars, Entitlements, and Tax Cuts -- are the only things keeping her decent at all. So those three things must be maintained, while Lady Liberty is sent to take long, strenuous runs on the beach to lose some extra weight.
