Rogers is right in general and also the particular, as Khadaffi has "reformed" himself into a ally. So he gave up the nuclear weapons ambitions, paid off the Lockerbie victims (though it is still far from clear Libya was responsible for that particular atrocity in the first place) and played nice with western companies again.
