It's SOMEWHERE In Article I, Section 8, Right?

There's a little-known section of the Constitution that reads "The Senate shall have the power to stop the Executive Branch from appointing heads of its departments by never officially going on recess."

Also, remember that not doing something is a much higher use of government than actually doing something.
