There were four space shuttles being mothballed, and fifty states wanting to put them somewhere. One was going to the Smithsonian in Washington, DC, of course. Another was going to the Kennedy complex in Florida. That left two.
Since Houston -- remember "Houston, we have a problem"? That Houston -- and Seattle, home of aerospace past and future, didn't get shuttles, did Tulsa, Oklahoma -- of all places -- seriously think it had a chance?
