This cartoon is brilliant because it's so enigmatic. Is it a slam on Bush for failing to finish, or a slam on Obama for only doing a tiny thing and getting all the credit?

It does play both sides of the issue. My initial reading was that it was pulling the "Yeah, but I loosened the lid" argument for Bush.
