The guy sitting in the chair is Obama -- I know, I didn't think so, either, but the caption makes it clear -- and he's ignoring the Economy, which is a vat of some unpleasant viscous substance on the floor next to his chair, instead watching basketball and eating popcorn.
Or...just maybe, the economy is made of highly caloric melted butter! And Obama has been dripping it onto his popcorn, thus
eating the economy and destroying American Exceptionalism instead of using it for some other agriculture-related use for melted butter.
