Sailing, Sailing, On the Bounding Pennsylvania Avenue

Terrorism is a vast, surging sea that covers the higher elevations of Washington, DC. (such as the grounds of the White House), and one can gauge the depth of terrorism by using gondoliers' polls.

If the water is deep enough, one presumably can escape in a boat, across the sea of terrorism, off to somewhere far away from this hideously mangled and unintelligible metaphor.
