Not knowing why Americans were killed in a foreign nation (or, perhaps, misleading the public on the reasons for those deaths) is vastly worse than covering up a conspiracy to steal elections and illegally consolidate power.
And, as long as we're being paranoid conspiracy theorists here, there are those who claim that many more than four Americans died because of Watergate, too.
