Scary, Scary Nuclear Power

You make the call: is it inherent bias or merely a poor word choice when Heller calls a "nuclear reactor" -- not, mind you, a "nuclear accident" or a "meltdown" or a "highly energetic release of material" -- clearly worse than an earthquake or tsunami?
