It's so cute that the Persian Gulf thinks that "democracy is on the march" because a foreign power assassinated a terrorist leader in the mountains to its northwest. It doesn't make any sense, but it's cute.
Also, there is serious debate about the degree to which the old idea "democracies don't make war against each other" is really true, so PG's immediate equivalence of democracy and peace is naive at best.
